A tunnel in Manhattan lies under water from flooding associated with Hurricane Sandy / Frankenstorm / The Superstorm which left millions across multiple states without power and cleaning up storm debris from high winds and flooding. New York City was particularly hard hit and is receiving the bulk of the attention as the nation's largest city usually does.
